iGaming Bills Return to Illinois Legislature

February 6, 2026

In Illinois, bills have been introduced in the House and Senate to authorize iGaming. The bills would permit land-based casinos to offer iGaming directly or through up to three platform partners, but restricts any casino that has cut more than 25% of its workforce from obtaining a license.

The bill has a 25% tax rate, $250,000 initial internet gaming license, $100,000 renewal, $100,000 management service provider license, and $75,000 supplier license.

Similar bills have been introduced in previous session, and have not advanced beyond the Committee. The opposition from the VLT industry remains, as well as from organized labor. Two powerful constituencies in the state.
The session adjourns on May 31 and so far no hearing has been set for these bills. The crossover deadline for bills to have passed one chamber or another is April 17. iDEA will continue to monitor the bills and will seek to testify should there be a hearing.
