Kansas: Last-Minute Provision in Sports Betting Bill Stalls Senate Decision
April 8, 2022
Late Friday night – early Saturday morning, the Kansas House passed the sports betting bill after contentious debate. At the last minute House/Senate negotiators included a provision directing 80% of tax revenues into a fund dedicated to build a professional sports stadium.
This took several lawmakers by surprise and they rallied opposition to the bill. Ultimately it is still passed the House, but it happened too late for the Senate to act.
The legislature is now on a 3-week recess returning on April 25. We are told there is sufficient support for the bill to pass the Senate once they return.
Details of the bill bulleted below.
- 10% tax for retail and mobile
- Deductions for promos/excise tax
- Ability of tribes to offer OSB subject to compact negotiation (ala AZ and MI)
- 3 OSB brands per casino = 12 mobile access points
