Maryland’s SWARC August 16 meeting regarding licenses and regs.
They will be establishing criteria for retail Class B and mobile licenses so they meet equity and inclusion thresholds. They are hiring an outside consultant to assist with development of the rules.
Based on the meeting, online licenses will be the last to be awarded in the state, and it could be well into 2022 until they are issued. Retail betting at designated Class A/B locations could launch in 2021.

The MD Lottery has oversight of operational rules and regulations for sports betting. Their draft rules are available here.
A comment period has not been established, but a 30-day window for comments on regulations will be established soon.
iDEA will share info on the rule making process and be in a position to provide input to regulator. A stakeholder meeting to provide input on the regulations is expected in September, and iDEA plans to participate.
License applications are not yet available, but the state regulator has useful info about licensing available on this page.
