NC Rule Set #2 Update + Additional Application Information

The Commission staff have made recommendations on revisions to rule #2, which the Commission will vote on Dec 13.

This week the Commission clarified that the Dec 27th app submission deadline is primarily for operator licenses. They have many questions from suppliers about licensing and have committed to respond to those questions soon.
