New DC Sports Wagering Bill

Council member Elissa Silverman has introduced a bill that seeks to amend the existing sports wagering law to allow for new entrants into the market. As you are likely familiar, in 2019 the DC City Council approved a sole source contract through the DC Lottery for Intralot to operate sports wagering.

Some highlights:

  • The bill imposes a 15% tax rate.
  • No limit on licenses.
  • $1M license fee (5yr term) $500k renewal.
  • Approved operators cannot offer within the 2 block stadium/arena exclusion zones and approved Class B retail locations.
  • Requires competitive bidding for all future lottery system operations contracts.
  • Bill has 4 cosponsors (including Silverman)
