Prohibitive Bill Signed by Gov, But a Possible Opportunity in IN

Legislation requiring that the state Lottery receive specific legislative approval for the sale of digital representations of scratch off games (but not draw games), with language prohibiting the entry of Video Gaming Terminals (VGTs) or Video Lottery Terminals (VLTs) into the Indiana market without specific legislative approval was signed by the Governor on 03/23.

Our team has already began engaging with legislators, starting, in an effort to build momentum for legalizing iGaming in the 2023 legislative session.

In the next couple of weeks we will be meeting with the Speaker of the House. We intend to focus on fully educating and garnering support from the “rank and file” members in order to put leadership in a position where, even if they believe the concept may be “controversial,” it becomes the overwhelming will of their caucuses to legalize

Now that HEA 1260 has been signed into law, a major opportunity is available to lobby alongside a quasi-state agency for the legalization of online gaming as a whole. Our intent is to begin strategy discussions immediately with all stakeholders to determine a lobbying strategy as a coalition for the interim.
