GA Senate Passes SB 386 but Future Depends on Constitutional Amendment and Voter Referendum

Today, the Georgia Senate passed SB 386, but with it came the requirement of a constitutional amendment. This means that the bill will need to earn 2/3rds support of the House and must go before voters this November in the form of a referendum.
This raises the bar for the bill to become law, however, there was a legitimate concern that key leaders in the House would not even consider the bill unless it was tied to a constitutional amendment. Earlier this week the bill passed out of committee and was amended to increase the tax rate from 15% to 20%.
