Virginia iGaming Bill Debuts as Gaming Commission Takes Priority

Senator Mamie Locke has introduced SB 827, which would authorize iGaming.

Senator Locke, a senior lawmaker and member of the committee to which the bill has been referred, has strong credentials. The bill would allow licensed casinos to offer online gaming, with up to three skins per casino. Key provisions include:

  • License fees: $1M for master licenses, $50K for internet gaming platform providers.
  • Tax rate: 15% on iGaming revenue.
  • Live dealer games: Permitted from studios outside Virginia.

Despite its introduction, our intelligence suggests the bill is unlikely to advance far this session. The Governor has signaled a preference for prioritizing the creation of a new Gaming Commission, given that the Virginia Lottery currently oversees both sports betting and newly established land-based casinos. With the legislative session lasting only 30-45 days, iGaming may be deferred, potentially through the approval of a study to set the stage for 2026.
