New Arkansas iGaming Bills Propose Limited Market Model

March 21, 2025

House and Senate iGaming bills were introduced on March 19th. – HB1861 and SB524.

The proposed legislation would link online casino licenses to existing physical casinos, allowing each casino to operate only one online brand. This approach mirrors the current sports betting system, which has resulted in limited market competition.

The effort is being pushed primarily by Saracen Casino, and not all state gaming entities support it. We also understand that the Governor is opposed.

The bills have been referred to the Judiciary Committee, but have not been scheduled for a hearing, and there are only a few weeks remaining in session for the bills to pass.
