NY Holds Hearing on “Combatting Problem Gambling on Mobile Wagering Platforms” (Link to Hearing and iDEA’s Testimony)
On Oct 29, the House Racing and Wagering Committee held a hearing to discuss “Combatting Problem Gambling on Mobile Wagering Platforms.” The hearing can be viewed here.
The ED of the NYSGC provided extensive testimony at the hearing. It appears that the Commission is considering issuing new RG rules that could mirror New Jersey’s proposed rules. While the ED supports policies that empower players to set limits and control play, he also believes that there is a role for operators to proactively monitor and intervene.
Another topic of interest from the ED’s testimony is preventing underage access to betting apps that have been established by an adult. This led to discussions about MFA and biometric validation of users and the idea of geofencing schools to prevent students from wagering.
There were several academic witnesses as well, including Lia Nower from Rutgers. She discussed the concept of affordability checks and bringing that to the US market.
