Arkansas Racing Commission Provisionally Approved Rule re: Mobile Sports Betting

On 11/18 the Arkansas Racing Commission provisionally approved a rule that would enable licensed casinos to contract with up to two companies to offer mobile sports betting. As written, the rule would require online operators to engage in a revenue share of at least 51% with the land-based casino. The rule that was provisionally approved has not yet been made public, but iDEA has obtained a copy which is available here.

Two people representing several OSBs (including iDEA members) spoke against this onerous provision and argued that revenue share agreement should be left to private commercial contracts, not regulatory mandates.

The Commission announced that there would be a 30-day comment period, and their next meeting is scheduled for December 30.

iDEA will evaluate the new rule and determine whether to issue comments ahead of the December 30 meeting.
