iDEA Meeting Recap: Virginia Delegate Paul Krizek at NCLGS

December 16, 2025
iDEA met with Delegate Paul Krizek; considered to be a leading voice on gaming issues in the Virginia House. He could be placed as Chairman of the House committee that oversees iGaming, or at minimum will retain a key leadership role. He is optimistic about iGaming during the upcoming session.
He mentioned that iGaming could be tied to a bill that establishes a new Gaming Commission, which could mean a delayed start for iGaming until a Commission is fully established. He noted that there would be well funded opposition from Cordish/Churchill, along with faith-based groups.

He wants to ensure that iGaming doesn’t impact the success of Virginia’s online lottery. He asked if we thought the industry would support a compromise that authorizes online table games and poker, and phases in online casino slot games. We did not commit to supporting his suggested compromise, and did warn him that this approach would greatly limit revenue potential and not address the issue of legal access to the most popular games.

We are working to get data on how iGaming and iLotto coexist. Please let us know if you are aware of any data that may help in contributing to this conversation.

iGaming bills are currently being drafted by legislative services and should be finalized by the first week of January. Our lobbyist is connecting with stakeholders and working with lawmakers to secure support/sponsors for the iGaming bills, and iDEA will be going to Richmond soon to begin in-person meetings with lawmakers.
