Illinois iGaming Companion Bills Filed in Both Chambers as VGT Opposition Shows Signs of Softening

Identical iGaming bills have been introduced in the House (HB3080) and Senate (SB1963). The legislation text is here.
Quick summary:
- 25% tax on AGR (excludes promos)
- 250k license fee / 100k renewal for internet gaming licensee
- An internet gaming licensee can have up to 3 skins.
- Service provider (skin) 100k license, unless already licensed as a service provider in the state for gaming, the its 50k
- Supplier license 75k, unless already a supplier, then 50k. Renews at 50k every 4 years.
- an internet gaming licensee cannot be anyone who has reduced their workforce by 25% since Feb 2020, nor can a license be renewed if they reduce their workforce by more than 25% after being licensed for iGaming
No hearings scheduled yet for either bill. I am told the the state’s VGT operators still oppose it due to cannibalization concerns. However, there are cracks in that opposition. Recently, a leading VGT operator said that iGaming and VGTs can “co-exist” during a legislative hearing in Indiana.
