Maryland Outlook: iGaming Considered as Budget Gap Solution While Constitutional Questions Loom

iGaming remains viable as a revenue solution for the budget gap. A key discussion in the hearing was removing the referendum requirement to expedite revenue (avoiding a ballot vote).

This hinges on the AG’s opinion, which may require a push from the Governor/legislative leadership. However, doing so would limit licenses to casinos, potentially shifting current supporters to opponents.

We do not expect any major public movement on this issue, as much of the discussion will be happening as part of leadership evaluating whether iGaming can be included in the budget. 

Next week the House will be discussing a bill that would expressly prohibit online sweepstakes.
