Meeting Summary: Massachusetts Gaming Commission (Aug 4, 2022)

While the sports wagering bill hasn’t been signed into law, the Massachusetts Gaming Commission held a public meeting earlier today to begin general preparations and to start discussing decisions that will need to be made once the bill is signed.
A summary of the meeting is provided below.
- Commissioners voted to approve a new position within the Commission – a Sports Wagering Division Chief – to oversee sports wagering (like a mini-executive director of sports wagering only), who at the same time, interacts and consults with other entities within the Commission and reports directly to the Commission’s Executive Director.
- The Draft Mobile Sports Wagering Application Outline and the Draft Mobile Wagering License Application were discussed. These are drafts only and are meant to be used as a template; a starting point to use when the bill gets signed into law. No vote was taken on these drafts.
- A topic area that will need further discussion and decision-making by Commissioners is which forms applicants will be required to submit. The Commission’s Executive Director mentioned that Commission staff will recommend to Commissioners that the required forms include the “Multi-Jurisdictional Personal History Form” and the “Business Entity Disclosure Form”.
- Timelines were discussed, but no specific timelines provided. Commissioners stressed that while they want to move as quickly and efficiently as possible, finalizing everything would not happen overnight. They want to “do it right”.
- Commissioners said one of the first things they want to do after the bill is signed into law is convene a series of public round-table discussions with key stakeholders to learn about the sports wagering industry. The Commission plans to invite current Massachusetts casino licensees to one of the first of these meetings. Future meetings will be held with potential sports wagering applicants. The Commission stated that participating in these meetings will not be required or expected in order to participate in the sports wagering market.
