Missouri Sports Betting Launch Delayed Until Fall 2025 as Secretary Removes Emergency Status

February 28, 2025

As we shared last week, the Secretary of State, who is none-other than former State Senator Denny Hoskins (who opposed OSB legalization) has removed the “emergency” designation to the rules, thereby delaying launch for several months. Given
this determination, the submitted regulations cannot be considered final until August 30th, thereby pushing the launch of sports betting into late Fall 2025 (at the earliest).

The rules will now be published on March 17 and will then be subject to a 30-day comment window. A copy of the rules that were submitted can be found here.
