New Indiana Bill Would Authorize iGaming and iLottery

Ethan Manning, Chair of the Public Policy Committee in Indiana, has introduced a bill to authorize iGaming and iLottery.

Some high level details below.
- “Interactive gaming licenses” would be available to:
- A licensed owner of a riverboat.
- An operating agent operating a riverboat in a historic hotel district.
- A permit holder conducting gambling games at the permit holder’s racetrack.
- 3 skins/brands per licensee
- Interactive gaming license costs $500,000, with an annual renewal fee of $50,000.
- Tax rate is 26% in year one. Year two and beyond it shifts to tiered structure ranging from 22% to 30%, depending on AGR.
- Promo deduction capped at $5m
- Live dealer studio must be located in state.
- Servers must be located in the state, but not at a gaming facility.
The bill also would permit distributed electronic gaming (VLTs) at bars/taverns in Indiana. This provision of the bill is strongly opposed by land-based casino operators in the state.
