North Carolina House Wraps up Voting on 2 Sports Wagering Bills
After a very contentious debate, the North Carolina House wrapped up its voting on the two sports wagering bills, SB 38 and SB 688.
The House took up SB 38 first. There were a few small amendments that were adopted along with one substantive amendment. The substantive amendment that was adopted bans betting on college sports. There was another amendment that was offered, before it was ultimately withdrawn, that would ban the use of credit cards to be used to place bets.
The bill passed on second reading by a vote of 51-50. This vote moves the bill to its final vote in the House.
The House then took up SB 688. There was an amendment that was offered that would eliminate mobile sports betting and only allow for in-person sports betting at the locations that were spelled out in the amendment. However, this amendment was ultimately tabled after a motion to table and a vote on the motion. Ultimately, the bill failed/didn’t pass second reading. The final vote was 49-52.
We understand that there are some parliamentary procedures that may be used to try for one final vote between now and the end of session. However, these are long shots.
