NY: Budget Bill Unlikely to be Voted on Until Monday

The legislature is still working on the bill, which is technically due today.
Downstate casino expansion seems like it will happen as part of the budget, but OSB expansion and tax rate reduction does not look like it has the support to be included. There is a commitment to try and move the issue separately after the budget process concludes.
