VA: Updated Language in SB 118

The latest version of Virginia’s Senate iGaming bill is available here. See below for a summary of updated language from John Pappas.
- Eligible casinos to get a master online gaming license reduces from 5 to 4. They use the 2020 casino referendum as the cut off. Coincidently (or not) this leaves Cordish out from the equation and they could not get an iGaming license.
- With Cordish being left out, it means 16 skins (3 per casino + 1 minority licensee per casino)
- 20% tax on AGR
- 2% of to problem gambling fund (was 5%)
- 3% to fund the regulation of it
- 95% to an education fund – this is notable as the new version of the bill removes the lottery hold harmless, and instead dedicates revenues directly to education, alleviating concerns that iGaming would hurt iLottery and in turn hurt education funding.
- 6% additional tax on AGR
- Revenue goes to the four eligible casinos for first 5 years (equally divided) for the first 5 years, after that, they would have to demonstrate loss directly related to iGaming to be eligible for funds.
