Jeff Ifrah and George Rover to Present Webinar – “DOJ Opinion and the Wire Act” Hosted by the North American Gaming Regulators Association

On February 19, 2019, Jeff Ifrah (founding member of iDEA Growth) and George Rover (Managing Partner, Princeton Global Strategies) will present a webinar, moderated by Robert Moncrief, Jr. (Deputy Chief, Technical Services Bureau, NJ Division of Gaming Enforcement) and hosted by the North American Gaming Regulators Association (NAGRA). The webinar will focus on the Department of Justice’s Office of Legal Counsel opinion that was issued on January 14, 2019, reversing its 2011 position on the Wire Act and sports betting. The opinion contradicts not just itself but decisions by at least two District Courts and dicta by the U.S. Supreme Court by maintaining that the Wire Act prohibits all interstate wagering activity.

U.S. Acting Attorney General Rod Rosenstein confirmed that there will be a 90-day window before DOJ attorneys will proceed with enforcement. Stakeholders will need to understand the impact of the opinion and evaluate how to structure the online gaming environment to be fully intrastate.

In this webinar, the group will discuss:

  • The legal significance of the DOJ Opinion in light of existing precedent and legislative history.
  • The technological advances in online gaming which ensure the protection of the consumer and the games themselves.
  • What regulators may expect in the coming months, especially regarding possible court challenges, enforcement actions and advocacy efforts.
  • How to anticipate and be prepared for change in this rapidly evolving industry.
